The Trump White House Counsel is pressing the Justice Department and Congress to investigate whether Joe Biden personally authorized a sweeping set of pardons and commutations issued in his name during his final days in office.

New memos reveal that there was a pardon “template” that was circulating through White House emails on January 16, which was just hours prior to a wave of clemencies and pardons issued in former President Joe Biden’s name.
