The Supreme Court has dealt a last-minute blow to a proposed constitutional amendment requiring voter ID and proof of U.S. citizenship — despite supporters submitting more than 700,000 petition signatures.

Justice Brett Kavanaugh rejected an emergency request to put the measure before voters in November without explanation.
